Declan Rice Gets Kicked and then Gets Sent Off??

This one is difficult... Declan Rice was already on a yellow and appears to kick the ball away as the Brighton player is trying to take the free kick. However, the ball was still moving when the Brighton player "tried" to take the kick. Should this have just been a retake? Was the second yellow justified? Should the Brighton player have gotten a yellow instead?
